The Story of the Fourth of July


We celebrate American Independence Day on the Fourth of July every year. We think of July 4, 1776, as a day that represents the Declaration of Independence and the birth of the United States of America as an independent nation.

But July 4, 1776 wasn’t the day that the Continental Congress decided to declare independence (they did that on July 2, 1776).

It wasn’t the day we started the American Revolution either (that had happened back in April 1775).

And it wasn’t the day Thomas Jefferson wrote the first draft of the Declaration of Independence (that was in June 1776). Or the date on which the Declaration was delivered to Great Britain (that didn’t happen until November 1776). Or the date it was signed (that was August 2, 1776).

So what did happen on July 4, 1776?

The Continental Congress approved the final wording of the Declaration of Independence on July 4, 1776. They’d been working on it for a couple of days after the draft was submitted on July 2nd and finally agreed on all of the edits and changes.

July 4, 1776, became the date that was included on the Declaration of Independence, and the fancy handwritten copy that was signed in August (the copy now displayed at the National Archives in Washington, D.C.) It’s also the date that was printed on the Dunlap Broadsides, the original printed copies of the Declaration that were circulated throughout the new nation. So when people thought of the Declaration of Independence, July 4, 1776 was the date they remembered.

In contrast, we celebrate Constitution Day on September 17th of each year, the anniversary of the date the Constitution was signed, not the anniversary of the date it was approved. If we’d followed this same approach for the Declaration of Independence we’d being celebrating Independence Day on August 2nd of each year, the day the Declaration of Independence was signed!

How did the Fourth of July become a national holiday?For the first 15 or 20 years after the Declaration was written, people didn’t celebrate it much on any date. It was too new and too much else was happening in the young nation. By the 1790s, a time of bitter partisan conflicts, the Declaration had become controversial. One party, the Democratic-Republicans, admired Jefferson and the Declaration. But the other party, the Federalists, thought the Declaration was too French and too anti-British, which went against their current policies.

By 1817, John Adams complained in a letter that America seemed uninterested in its past. But that would soon change.

After the War of 1812, the Federalist party began to come apart and the new parties of the 1820s and 1830s all considered themselves inheritors of Jefferson and the Democratic-Republicans. Printed copies of the Declaration began to circulate again, all with the date July 4, 1776, listed at the top. The deaths of Thomas Jefferson and John Adams on July 4, 1826, may even have helped to promote the idea of July 4 as an important date to be celebrated.

Celebrations of the Fourth of July became more common as the years went on and in 1870, almost a hundred years after the Declaration was written, Congress first declared July 4 to be a national holiday as part of a bill to officially recognize several holidays, including Christmas. Further legislation about national holidays, including July 4, was passed in 1939 and 1941.

7 Tips To Increase Your Productivity


With more demands, and what seems like less time, we are all looking for ways to increase productivity during our work days. Here are 7 simple tips to give you back some control in your work day and help you become more productive.

1. Create a To-Do list
Before you start each day, make a list of your must do items. This keeps you on task and can bring you back to focus when you keep your list in front of you while working. We suggest you make it a paper list so it is visible at all time.
2. Take breaks
We all seem to overwork ourselves and don’t realize when we need a break. Allow yourself to take breaks when you find that you are getting overwhelmed, stressed, if you start losing concentration, or just need to clear your mind for a few minutes. Step away from your desk take a walk around the office or just stand up and stretch.
3. Weed out distractions
Social Media, push notifications and today’s technology make it easy to have constant distractions. Turn off the notifications on your phone and computer except for crucial appointment reminders so you are not constantly distracted. It is easy to get side tracked from one text or notification and realize 20 minutes later that you have completely lost focus.
4. Designate time to read emails
Allow yourself to check emails in the morning, after lunch and before you leave the office. When you are constantly checking your inbox and reading or replying to every email, it sucks down your productivity time. If you are sending out emails and need them to be responded to promptly, assign a Priority tag to them.
5. Sleep early and get up early
Take a look at every top executive, CEO or successful businessperson and you will find that they all have one main thing in common – they wake up early. Waking up early gives them time to get their morning started without being rushed, stressed and limited on time. Going to bed early ensures they are rested and recharged to start the next day.
6. Focus on one thing at a time
We have all heard that multitasking is detrimental for productivity. It reduces the performance of any task that we do when not being fully focused. Studies have shown that our brain is strained when we are constantly shifting between multiple tasks at one time. Would you rather complete one task with excellent results, or 3 things with mediocre results?
7. De-clutter and organize your environment
When you are working in a cluttered environment, it creates unnecessary stress on your mind and body. It is like having a stack of unopened mail that you know you need to get to. Not to mention, it is a distraction. Clean up your workspace so you can stay focused and more productive.

Renewable Portfolio Standards drive the waste-to-energy industry


There is one single, constant driver that can propel the WTE industry forward or hold it back, and that’s renewable portfolio standards (RPS). These RPS’s are policies in 29 states and Washington, DC to increase renewable energy, usually from wind, solar, biomass, and sometimes landfill gas and municipal solid waste.

How much capital is allocated to each of these sources depends on what “tier” within the RPS it is placed. Tier 1 generates more revenue than tier 2, allowing WTE technologies in this higher category to compete with solar and wind, which are the energy-producing forerunners right now. While biomass, biogas, and other WTE grew by 15% since 2008, wind grew by 65% in 2014 alone.

Then there is a market driver at the federal level: the Public Utility Regulatory Policy Act (PURPA). The law requires utilities to buy electricity from a qualified facility, but to only pay what it would cost the utility to produce that electricity.

“So they pay a relatively small amount, which rarely pencils out for renewable energy producers,” said Brian Lips, DSIRE project manager at North Carolina Clean Energy Technology Center. “But the RPS places [renewable energy producers] in a position where they don’t have to compete with fossil fuels; rather they compete against other renewables.”

Sometimes biomass, one of the more widely used WTE sources, is in tier 1 on the RPS. But what counts as biomass gets tricky as there is no standard definition; so feedstocks under this umbrella vary but could include organic materials like trees, crops, and animal waste.

How Maryland pays out for trash-to-energy

One state standing out on the WTE front is Maryland, the only state in the country that places trash-burning incinerators in tier 1, according to Energy Justice Network Founder and Director Mike Ewall. This incentive drew New York-based Energy Answers International to Baltimore, where it got a permit in 2010 to build what would have been the largest incinerator in the country — one that environmentalists vehemently protested, arguing the emissions would threaten public health.

Just last week, following a long, hard fight between Energy Answers and its opponents, Maryland announced that the incinerator project is no longer valid, stating the permit became void after an extended construction delay.

Some states have left trash incineration out of the RPS altogether, such as New York, which only allows the burning of biomass. However, that state is subsidizing crop burning. “Rarely can you make it work to grow crops just to burn them; it’s too expensive. But New York and Iowa have burned grass and or trees for electricity,” said Ewall.

Meanwhile, commercial scale trash-burning incinerators seem to be fading from the landscape. One to be built in West Palm Beach will be the first such plant launched in 20 years, at least on a new site. Many others are shuttering or at risk of closing, with the number currently in operation having fallen under 80 for the first time in decades, largely because of their cost.

Introducing more energy sources to the playing field

In quest of new options, Pennsylvania, Ohio, and West Virginia have put fossil fuels in their RPS, bringing a whole new category onto the playing field. “They are the first ones [and only ones] to do this,” said Ewall. He added that Ohio has put nuclear in their portfolio in addition to fossil fuels. And a fairly new industry direction is to pelletize trash and market it to existing boiler plants for energy.

Some of the growing options — and their price tags — are sparked by regulations mandating the amount of electricity that utilities must derive from renewable resources.

“In California where 50% of energy has to come from renewable sources, utilities may pay more. But in North Carolina where just 12.5%  has to be renewable, utilities have more bargaining power,” explained Lips.

The renewable energy market is particularly strong in New Jersey, and Hawaii has the most ambitious goal in the country: 100% renewable energy by 2045, he said. The island state has two motivators: outrageously high electricity rates as it burns imported oil, and its vast renewable energy resources.

How the Federal Clean Power Plan is driving state policies

More change may be on the horizon if EPA’s Clean Power Plan unfolds. It’s part of Obama’s push, claimed to curb greenhouse gas emissions from fossil fuel and coal-fired power plants, which would allow for natural gas and renewable energies such as biomass, incineration, and natural gas.

Analysts project this law will be a major market driver, and it’s already proving to be, at least in the natural gas front. There are about 300 proposals for gas-fired plants in the United States now, according to Ewall.

“Most were underway before EPA adopted the plan. But they were [further] fueled by the rule. So Clean Power would be a major driver to push for natural gas,” he said.

What the Tax Credit Extension Means for the Waste Industry’s Conversion to CNG


The waste and recycling industry may move more aggressively into compressed natural gas (CNG) trucks, now that federal tax credits for initiatives including alternative fuels have been officially extended by Congress and President Obama.

Obama signed the Protecting Americans from Tax Hikes Act (PATH) Dec. 18. The PATH Act includes a broad range of tax extenders, including those for alternative fuels, which were strongly supported by two of the industry’s primary associations, the Washington-based National Waste & Recycling Association (NWRA) and the Silver Spring, Md.-based Solid Waste Association of North America (SWANA).

The NWRA worked on three provisions affecting alternative fuels, says Kevin Kraushaar, vice president, government affairs & general counsel for the association. PATH will extend the federal tax credit of 50 cents a gallon for CNG, as well as liquefied natural gas, propane autogas and other alternative transportation fuels.

The second credit covers up to 30 percent of infrastructure installation.

The third involved facilities that produce energy from certain renewable resources, such as landfills and methane gas.

“I think it provides further incentives and support for the industry’s move toward cleaner-fuel burning vehicles,” Kraushaar says. “A lot of the companies were moving in that direction anyway, and obviously, for a lot of reasons: cost effectiveness, efficiency, and just to create a cleaner footprint in the environment.”

SWANA backed the tax credit extension as well, providing a letter in support of the move.

“I think this this is going to continue to encourage local government and haulers to more closely consider natural gas trucks and infrastructure in the coming year,” says David Biderman, SWANA executive director and CEO. “There had been uncertainty about whether the tax credit would be in existence this year, and between that and the low price of diesel, those had been challenges for some to overcome. But I think the renewal of the tax credit is going to continue to encourage those that have not yet transitioned to do so.”

One of leading CNG conversion firms, Newport Beach, Calif.-based Clean Energy Fuels Corp., has lauded the passage of the extension. However, it could not quantify how much it might save the industry, according to Jason Johnston, public relations manager for the company.

Will the extension speed up the industry’s conversion to CNG? “This is an industry that’s culturally conservative, and sometimes people in the industry need to see it working for others before they are willing to adopt it,” Biderman says. “And that was probably true for things like automated trucks, changing over from manual to rear load. And when you change over from diesel fuel to gas fuel truck, you’re introducing a whole set of new maintenance and operational changes associated with these types of trucks.

“I think some of the skeptics are now looking at these trucks differently given the fact that so many of their competitors are using them, and there are true cost savings associated with using these vehicles and looking at it over a 10-year cycle.”

Kraushaar sees it as continuing the industry’s shift toward alternative fuel. Even with gas prices down significantly, the trend has continued. “I think the companies want to prepare for the long haul, and they’ll continue these investments despite the temporary downward trends of gasoline prices.

“This (the tax credit extension) again is a tremendous assistance to them in making the conversion to cleaner energy. It promises to be a more stable source of energy over the years to come.”

With the tax credit bill the NWRA also monitored three other provisions of interest to the industry. One involved food waste and charitable deductions; a provision on active-duty military personnel; and one for bonus depreciation. The first two became permanent; the third was extended through 2019.

Kraushaar says the association did three things in support of the extension. It prompted members and other supporters to make individual calls to Congress. The association itself reached out to members of both the House Ways and Means Committee and the Senate Finance Committee in support of the provisions.

And the NWRA worked a number of associations such as the National Association of Manufacturers and the Natural Gas Vehicles of America that also were supporting the bill.

“This is probably one of the most heavily lobbied bills in Washington I’ve seen in a long time,” he says.

The credits are extended only through 2016, Kraushaar says.

“Congress will have to take another look at this next year to determine whether or not this is the appropriate public policy moving forward; obviously we hope they will, that it is the right policy.”

Missouri $120 Million Animal Waste-to-Energy Operation to Start in 2016


A $120 million animal waste-to-energy (WTE) operation in Missouri is under way and should begin operations by mid-2016.

St. Louis-based Roeslein Alternative Energy is nearly 50-percent through Phase One of the project, which will generate renewable natural gas (RNG), from several of food producer Smithfield Foods Inc.’s Missouri farms, according to a news release. Phase One involves the installation of impermeable covers and flare systems on the 88 existing manure lagoons at Smithfield Foods large hog finishing farms in northern Missouri. The developments were disclosed at Ruckman Farm, is one of nine Smithfield Foods Missouri hog production facilities involved in the project. That is one of the largest concentrations of finishing hogs in the Midwest. Smithfield Foods in based in Smithfield, Va.

The project will produce about 2.2 billion cubic feet of pipeline-quality RNG, or the equivalent of 17 million gallons of diesel fuel annually.

“The technology we have developed is ready to be deployed commercially in a project that makes both economic sense and environmental sense,” said Rudi Roeslein, founder and president of Roeslein. “This is not just about converting the manure from almost two million pigs into renewable energy. It’s about taking environmental sustainability to a new level.”

The project began in 2014 and remains on schedule. Phase Two involves fabricating and installing technology to purify the biogas captured by the impermeable covers and developing an inter-connection to a natural gas pipeline operated by ANR, which transverses Ruckman Farm. Roeslein projects RNG to enter the pipeline in the summer of 2016.

Duke Energy in North Carolina agreed to buy a portion of the RNG to help meet clean energy requirements for power generation.

Part of the next phase, Horizon Two, will add biomass from native prairie grasses to create RNG. Roeslein intends to supplement the hog manure feedstock with that prairie grass biomass. The intent of Horizon Two is to provide an economic incentive to convert highly erodible or marginal land, currently used for commercial agriculture production.

RNG production will double under Horizon Two.

“We are developing a mixture of grasses and native species that provide ecological services, wildlife habitat and biomass that will be co-digested with manure,” Roeslein said. “We hope to demonstrate the concept on a small scale at Ruckman, move it to other farms and then hopefully across the Midwest.”

The project initially was a valued at $80 million, characterized as an anaerobic digestion plant developed in collaboration with Princeton, Mo.-based Murphy-Brown of Missouri LLC (MBM), Smithfield’s livestock production subsidiary.

Some North American zoos have recently made moves to capitalize on its animal waste by converting it to energy.

Earlier this year the Detroit Zoo announced a crowdsourcing plan to raise funds to purchase a biogas system to process 400 tons of waste annually into energy. The zoo has partnered with the Michigan Economic Development Corporation, who will match the $55,000 the zoo needs.

The Toronto Zoo in Canada also has plans to use animal waste as energy. With more than 5,000 animals on-site, the zoo anticipates it can process about 3,000 tons of animal waste and 14,000 tons of food waste a year from a large Canadian grocery chain, creating 500 kilowatts of generating capacity and about 4 million kilowatts of output.

Highest Paid Public Employee in Every State


Nick Saban, the head coach of the University of Alabama football team, earns close to $7 million per year — more than any other public employee in the country. While the case can be made that Saban and other college coaches and university employees who earn many times the national median salary are not fully government funded, many still argue that taxpayer money should not fund even a portion of the millions of dollars these coaches make.

In the vast majority of states, college football and basketball coaches are the highest-paid public employee. When a millionaire coach is not the leading earner, high-ranking medical officials at state-run hospitals and college presidents are usually the next in line. 24/7 Wall St. reviewed the highest-paid public employees in each state.

While many coaches earn several millions of dollars per year, there are caveats to these paychecks. For one, a typical major school’s athletic program can bring a public university tens of millions of dollars in revenue. Saban has led the Alabama Crimson Tide to three national championships, and the program’s success has resulted in several tangible and intangible revenue streams. According to The Wall Street Journal, University of Alabama’s athletic program brought in $68 million before Saban became head coach. In 2013-2014, revenue had increased to $153 million.

Another important factor to note is that unlike most government positions, while these public schools are partially funded by taxes, usually the college coaches’ salaries are not primarily funded by the states’ tax revenues. All but $200,000 of Saban’s salary comes from a foundation sustained by ticket sales and advertising deals generated by the Crimson Tide program.

Still, these highly-paid college coaches are employed and being paid by a publicly-funded institution. Newly-hired University of Michigan coach Jim Harbaugh receives a $500,000 base salary from the school. Critics argue that while such coaches are part of programs that bring in tens of millions of dollars in revenue to the school, the actual value of their contribution to this revenue is debatable. They argue that they talent of the actual players is far more intrinsic to victories, prestige, and ticket sales. The players, of course, receive no salary for their efforts apart from a partially-funded or free education and small stipends.

Outside of the college sports world, the highest-paid employees are also in programs where the public and private worlds intersect. Many of the university programs where these employees work are often fully or partially self-sustained with other sources of income and receive some to no tax dollar. In many states, the executives at public utility trusts and funds earn hundreds of thousands of dollars per year. Chief medical examiners, medical school deans, and university surgery chairmen can earn hundreds of thousands of dollars per year at state school-run hospitals.

While coaches can earn such high salaries, most state employees — including the state governor — earn much smaller salaries. In Idaho the Boise State football and basketball coaches are each compensated over half a million dollars annually — a stark contrast to the more than one-third of Idaho state employees who earn less than $40,000 a year.

Because the salaries of even the highest state officials are funded entirely by tax dollars, they also make significantly less than public university coaches. While many coaches’ salaries are in the millions of dollars, not a single state governor makes more than $200,000 a year. In California for example, UCLA football coach James Mora’s salary is nearly 20 times that of California Governor Jerry Brown.

To determine the highest-paid public employee in each state, 24/7 Wall St. considered reports of public salaries based on state government payrolls and public documents. All college football and basketball coach salaries are based on USA Today’s consolidated list of NCAA coach salaries, which includes school pay for 2014 in the case of football, and 2015 in the case of basketball. In the case where a coach received a raise or was newly hired, the more recent available information was used. All data are based on the most recent available information.
